Temporary hold on funds

Small rant on ebay and paypal, they've done some thing that irritated me, Irritated me so much i stopped watching the England vs Slovakia game today, As you are aware well that is if actually read my blogs, that im selling stuff on ebay, well today, i sold a game for £30, the buyer paid that money into my paypal however! the payment has been held by paypal because i dont have 20 Detailed Seller Ratings which is stupid, now the only way i will get that money, is if:

• The buyer leaves you positive feedback on eBay. (which a pain as not every user does this, and these people will act as if your making them feed the 5000 without the Miricle powers of Jesus, when you ask them to leave you feedback, as it really it takes 1 minute to leave someone positive feedback)
  
• It's been 21 days since the payment date and you haven't received a dispute, claim, chargeback, or reversal on the transaction being held (this is simply annoying as if they dont leave feedback, you have to wait 21 days before that money is yours)

this is all suppose to make buying on ebay more safer, hmm wont that just lead to dodgy sellers faking transactions to get there Detailed Seller Ratings up? cause after recieving that email i did think about doing that, all i need is 5, but eh cant be bothered, hopefully the 5 items im selling at the time hopefully the winners of those auctions will leave feedback, last time arround i had 8 items up and 5 people left feedback, so im guessing 3 of these will,
